In 2014, I attended an invite only school board trustee committee meeting where graphic Comprehensive Sexuality Education (CSE) curriculum was introduced. This curriculum presented ways that children as young as kindergarten should be taught about topics like masturbation. I was appalled. Shortly after that, the Clark County School District (CCSD) introduced this curriculum to the community, and outrage ensued. Parental pushback was so intense, the superintendent ultimately pulled the curriculum. Shortly after that, a group of parents who had attended those district meetings gathered and began to discuss the need for an organized effort to expose the usurpation of parental rights. That evening Power2Parent was born with the mission to inform, organize, and mobilize parents and community members to protect parental rights.
After our first year, I was appointed President of Power2Parent and we formally organized our small board. Through diligence and hard work, we learned how to advocate effectively for parental rights, and how to grow our grassroots and political organization.
In 2015 we began lobbying at the legislature for the protection of parental rights during the legislative session. In 2017, we stopped a bill sponsored by Planned Parenthood that would have taken away parents’ right to know when their child would be taught sexuality education at school. In 2019, we stopped them from mandating comprehensive sexuality education (CSE) in every school in Nevada. Our efforts to inform and activate parents has stopped bad policy and exposed dangerous agendas from groups who do not believe parents should have the right to raise their children according to their values and beliefs.
In 2020 at the beginning of the Covid-19 Pandemic, we helped counties open micro schools with Microschooling Nevada, and helped educate the public on alternative schooling options. We joined forces with Nevada School Choice in their efforts to fight for school choice dollars.. We supported the efforts of parents who wanted to homeschool their children, and planned rallies to advocate for the needs of children through the pandemic and more.
Today our Power2Parent Union is informing parents of issues, influencing law and policy that affects the family. We are the most influential parental rights organization in Nevada and we are expanding nationally. Join our mission to protect families in our communities locally and nationally.

Deborah Earl is a founding member of the Power2Parent Executive Board and currently serves as COO (Chief Operations Officer). She received her Bachelor’s degree in English from Brigham Young University. Deborah Is passionate about education, and believes that parental involvement in education is the number one indicator of success in a child’s education. Deborah has written several articles for the Las Vegas Review Journal championing issues that affect families in Nevada. She has been a guest on the Alan Stock Show, Kevin Wall Live and Local, and What’s Right. She serves on committees in the Clark County School District to support parental voice in policy decisions. Deborah was honored to be awarded Nevada’s Mother of the Year 2023 by American Mothers. Deborah and her husband Cameron reside in Las Vegas with their 5 children.

Tuan Pham is a retired wealth advisor with a distinguished 40-year career in the financial and insurance industry. As the Founder and Principal of Trusted Financial and Insurance and P & P Advisory Group, LLC, he led his firms to success, earning recognition such as "Best Small Business Firm" in the Banking, Insurance, and Finance category by The Greater Las Vegas Asian Pacific Community. In 2004, he was honored as Nevada's "Businessman of the Year" by the Congressional Business Advisory Council, with acknowledgment in The Wall Street Journal.
Tuan has held leadership roles in numerous organizations, including Executive Director and Chairman of the Minorities Confederation and Friends of Massachusetts, and Vice Chairman of the Asian American Pacific Islander Commission of Clark County. He also serves as a board member of the Las Vegas Asian Chamber of Commerce.
Even in retirement, Tuan continues to volunteer with humanitarian organizations worldwide and actively supports various charitable initiatives, demonstrating his unwavering commitment to community service.

Susan Brager

Regent Susan Brager has been a Las Vegas resident for 58 years. She and her husband have three children, 14 grandchildren, and 16 great-grandchildren. Regent Brager began her involvement in education as PTA President at C.H. Decker Elementary and later worked as a Special Education Aide and clerk at several schools. She served as a CCSD Trustee for 12 years before continuing her public service as a Clark County Commissioner for three terms. In 2019, she was honored as Nevada Mother of the Year by American Mothers National. Regent Brager was elected to the Board of Regents in November 2022 where she continues to serve in that capacity.

Guy Nohra is a seasoned life sciences investor with over 30 years of experience and was named one of Silicon Valley’s top venture capitalists in biotech, earning a spot on Forbes' Midas List in 2007. As a founding partner of Alta Partners, he helped raise eight venture capital funds, directing over $2 billion in investments. Under his leadership, Alta achieved more than 30 successful M&A or IPO exits within five years, and was ranked a top-three life sciences VC firm by CB Insights in 2013 and 2014.
Mr. Nohra has funded notable companies such as AcelRx, ATS Medical, Cutera, and deCODE genetics. He has served on the boards of Bioventus, Sanifit, Spiral, and Bionure, and was Chairman of ZS Pharma during its $2.7 billion sale to AstraZeneca.
His community involvement includes serving as President of the Leukemia & Lymphoma Society of Silicon Valley and as a Board Trustee at Woodside Priory School. He holds a Bachelor’s in History from Stanford University and an MBA from the University of Chicago Booth School of Business.

Parents Need To Know: Gender Policies in Clark County School District, Washoe County School District

The policies governing gender identity and expression differ substantially between Nevada’s two largest school districts – Clark County School District and Washoe County School District.
Clark County School District is governed by Policy 5138 – ‘Addressing the Rights and Needs of Students with Diverse Gender Identities or Expressions.’ It is the more conservative policy of the two.
Washoe County School District is governed by Administrative Regulation 5161 – ‘Gender Identity and Gender Non-Conformity – Students.’
The biggest difference between the two is the stance each governing document takes on a parent or legal guardian’s right to know if a child is identifying with anything other than their physiological and biological identity at school.
CCSD’s policy states that upon a child identifying as gender diverse at school, the school will form a Gender Support Team that includes the parents of the child, the student, the Equity and Diversity Education Department Administrative Team, select school personnel, and any representatives of community-based support groups (including faith groups) as designated by the parents of the student in question.
WCSD, on the other hand, takes that stance that staff do not have the right to inform parents of the student’s gender expression or identity at school. The regulation states that “staff shall not disclose information that may reveal a student’s transgender or gender non-conforming status to others, including parents/ guardians and other staff members, unless there is a specific ‘need to know,’ they are legally required to do so or unless the student has authorized such disclosure.”
Furthermore, “staff must be mindful of the confidentiality and privacy rights of students when contacting parents/guardians so as to not reveal, imply or refer to a student’s actual or perceived sexual orientation, gender identity, or gender expression,” according to the regulation.
Both policies allow for the student to use the restroom and locker room that correlates with their professed gender identity. The CCSD policy states that restroom and locker room use decisions may by assessed on a case-by-case basis, while the WCSD regulation provides more of a seemingly ‘carte-blanche’ accommodation.
No accommodation is made within either policy for other students who may be uncomfortable with the gender non-conforming student’s ability to use either restroom or locker room.
Additionally, there are no specific requirements in either policy to be called by an alternative name on unofficial school records.
